User Leadership and Capacity Building for Disability Organisations


The NDIS roll-out is changing the way disability services are funded in Victoria and across Australia. Jurisdictional funding under the Information, Linkages and Capacity Building (ILC) component of the NDIS will begin rolling out in Victoria from July 2019.

The Victorian Government has informed the sector that various state-based funding streams will cease as of 30 June 2019, as they have been identified as aligning with the ILC. This includes information services funding currently provided by the Department of Health and Human Services (DHHS).

The ILC Investment Strategy is due to be released in the coming months, and will outline the NDIA’s priorities and processes for allocating ILC funding in the future.

The NDIA has already indicated that it would like to see more user-led organisations receiving ILC funding. According to the NDIA, a user led organisation is run and controlled by people with disability and has a majority of people with disability on its board or committee of management (ILC Commissioning Framework 2016 [DOCX 4.5MB]).


About the project

The Strengthening Sector Resilience project aims to support Victorian disability organisations to be user-led and well-positioned for the future.

Through the project, the Victorian Council of Social Service (VCOSS) will work with organisations providing disability information and advocacy services and support them to build their capacity for the transition to the NDIS ILC and other funding sources.

A key part of the project will be working with organisations to understand and explore user leadership in their boards and governance committees.

Key stages of the project will include:

  • Undertaking a situational analysis, exploring organisations’ user leadership status and resilience to transition
  • Mapping user leadership resources, including existing leadership and governance programs and resources, and identifying recruitment pathways for user leaders
  • Providing targeted assistance to organisations
  • Developing pathways for disability leadership in organisations.

This project is supported by the Victorian Government, and is scheduled to conclude at the end of June 2019.
