We recognise the central role community service organisations play in disaster recovery , however, it can be difficult for community organisations to describe and measure the difference they are making in their communities.
The challenge is to build the evidence required to enable the sector to advocate for funding, support and resources.
In response to this we’re creating a sector-wide outcomes framework to identify common and shared outcomes and indicators.
This will assist community service organisations to:
- Articulate with clarity the organisation’s contribution to disaster recovery
- Clearly demonstrate and measure the outcomes of this work
- Develop outcomes focused thinking and an evaluation skill set
- Better advocate for funding, support and resources
The framework is being co-designed by a working group and will include a sector-wide Outcomes Measurement Framework and an accompanying Evaluation Toolkit and User Guide.
Free evaluation training will be provided to six organisations representing the diversity of the sector.

Input from community service organisations is critical to ensure the framework is purpose built for the sector, is locally relevant and scalable, and resonates with diverse organisations working across the sector.
